In 2006, TAS was completely rewritten to accommodate the needs of the new
state Human Resource Management System (HRMS). Several enhancements were
also incorporated into TAS, including the ability for employees to submit
and supervisors to approve timesheets through an intuitive web-based user
interface.
In addition, a payroll processing engine was built to translate TAS data
into a format that can be directly consumed by HRMS for payroll purposes.
The TAS payroll module provides the necessary services for managing
automated payroll tasks as well as providing on-demand reporting for WSP’s
Payroll and General Accounting units.
Additional components within TAS provide the following services:
• Reporting on employee and law enforcement activities.
• Automated Time Distribution management.
• Personnel and position data reconciliation with HRMS.
• Leave balance reporting from HRMS.
• Automated data transfers with outside agencies.
• System administration.
Technology has changed significantly since TAS was rewritten in 2006. WSP
recently identified the need to migrate TAS from the legacy Java
environment to the Microsoft .NET platform. The TAS 3.0 migration project
is expected to begin in the 3rd quarter of 2016 and should take 18-24
months to complete.
• Senior level programmer with 5+ years recent and relative
experience in the following:
a. Microsoft MVC Framework
b. Web site development (HTML 5, CSS 3, JQuery, Bootstrap,
Angular, responsive web design)
c. WebAPI and RESTful web services
d. C#.NET programming language
e. Microsoft Entity Framework and LINQ
f. Structured Query Language (SQL)
g. SQL Server Integration Services (SSIS)
h. SQL Server Reporting Services (SSRS)
i. Team Foundation Server
j. Object Oriented Programming
k. Developing technical documentation
• At least two years’ experience in the following:
a. Visual Studio 2013 or above
b. Agile development methodology
c. Test driven development
Services
• Design and develop software modules and integrate with the
new TAS code base.
• Document test plans and acceptance criteria.
• Track and fix software defects.
• Provide as built documentation.
• Follow WSP development standards, OCIO security standards,
best practices, and identified technology, including code reviews of all
application code.
