Milwaukee County is looking for an individual who is passionate about driving change across a large scale organization, excited by deploying new technology-led customer experiences, and an expert in classic and emerging behavioral change management methods. Individual must possess the ability to understand and balance user needs, tool capabilities, and best-in-class processes. Must possess the skills to communicate and work with all levels within the organization. *RESPONSIBILITIES* Create, drive, manage, and monitor readiness strategies and activities in Organizational Change Management, Communications, and Training Plans. Provide regular reporting to the PMO, project team, and Executive Steering Committee on the overall readiness of department staff, key activities, and issues. Lead execution of the Communication Plan and drive employee engagement on the project. Work with departmental staff to track and monitor readiness for departmental staff, including: Workgroup and employee readiness assessments (highlights current and future job roles, readiness level, training gaps, tasks/actions required to mitigate issues and prepare staff for the changes) Business processes and policies changes (coordinate with team module leads) - employees understand how they will perform their job duties given county-wide and departmental business processes, policies and procedures Employee acceptance and support Coordinates countywide and departmental employee outreach activities Works with teams to monitor, report and respond to employee concerns, points of risk or resistance, and corresponding mitigating actions Monitors and escalates issues that may require one-on-one meetings with employees, “soft skills” workshops Training and support Facilitate communications and work with the training coordinator on the development and execution of the training plan, ensuring employees have learning paths and attend the appropriate training workshops and activities TIMELINE The following table shows the timeline for the ERP program efforts. This is the most significant, but not the only initiative, that this position will work on. The original ERP project was a four phase effort, with phases one (Needs Assessment) and two (System Specifications and RFP Development) already completed. It is expected that the OCM Lead will participate starting with Phase 3. Responsible for overall coordination, status reporting and stability of project oriented work efforts. Establishes and implements project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Responsible for assembling project plans and teamwork assignments, directing and monitoring work efforts on a daily basis, identifying resource needs, performing quality review; and escalating functional, quality, timeline issues appropriately. Responsible for tracking key project milestones and adjusting project plans and/or resources to meet the needs of customers. Coordinates communication with all areas of the enterprise that impacts the scope, budget, risk and resources of the work effort being managed. Assists Program Manager(s) in partnering with senior management of the business community to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. Must possess extensive knowledge and expertise in the use of project management methodologies and tools, resource management practices and change management techniques. This is a management role with human resource management responsibilities (e.g., hiring, performance management). Manages one or more cross-functional projects of medium to high complexity. More senior role has responsibility for multiple large, complex projects with greater impact to the enterprise. Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field. Or equivalent work experience. Project Management certification or successful completion of a recognized project management curriculum is required. Typically has 10 to 15 years of IT work experience, including 4 or more years managing projects.
