Job Title: Business Analyst Location: St. Paul, MN Duration: 2 Years 2 references The Criminal History System Replacement Project is underway and will replace databases and processes with a new set of systems, services and capabilities. MNJIS serves as the host for criminal history records in the State of Minnesota. These criminal history records are created based on arrest data received from Minnesota law enforcement agencies, case disposition data received from Minnesota Courts, and custodial data received from the Minnesota Department of Corrections. Additional data is exchanged with the Federal Bureau of Investigation (FBI) to coordinate records of multi-state criminal activity. Criminal history record information is classified as either public or private based on Minnesota state law and is disseminated through a number of interfaces. Responsibilities of the Selected Consultants: The BCA requires professional business analysis services to work as part of an integrated development team. The selected consultant’s responsibilities will include, but are not limited to: Document user stories, activity, sequence, class, object and state diagrams; Create data dictionary and data mapping documents; Write acceptance criteria, test scenarios and conduct user acceptance testing; Work in an agile environment and must understand agile processes. Mandatory Qualifications Five years of business analysis experience that includes at least six (6) of the following: Eliciting, analyzing, and documenting business rules, business requirements, and functional requirements; Eliciting, analyzing, and documenting non-functional requirements, such as usability, reliability, and performance; Creating data dictionary and data mapping documents and entity relationship diagrams (ERD); Writing User Stories; Writing Test Scenarios and conducting user acceptance testing; Business process modeling; Iterative development and/or agile practices; Requirements management and traceability from stakeholder requirements through testing and implementation. Three years of meeting facilitation experience. Three years of experience in elicitation, translation and documentation of business requirements along with a desired business design from future users and other stakeholders of a system to the development team. Desired Skills Business analysis with experience in: Agile development including: Agile/Scrum experience; Story mapping experience; Story grooming experience; User Story writing; Test scenario and criteria writing; User Acceptance Test support; Business process reengineering; XML and SQL; Service oriented architecture (SOA). Experience working with JIRA™ issue and project tracking software. Experience working with off-site development. Experience working on teams with at least three (3) business analysts.
