The SLDS Program awards grants to State educational agencies (SEAs) to design, develop, and implement statewide longitudinal data systems to efficiently and accurately manage, analyze, disaggregate, and use individual student data. The Department's long-term goal in operating the program is to help all States create comprehensive P20W (early learning through workforce) systems that foster the generation and use of accurate and timely data, support analysis and informed decision-making at all levels of the education system, increase the efficiency with which data may be analyzed to support the continuous improvement of education services and outcomes, facilitate research to improve student academic achievement and close achievement gaps, support education accountability systems, and simplify the processes used by SEAs to make education data transparent through Federal and public reporting. The objective of this RFR is to contract with a Technical Project Manager to create a new data warehouse from existing P20W SLDS data for the University Research team to utilize for their SLDS Synthetic Data Project (SDP). The term of this engagement will last six (6) months. Technical Project Manager (TPM) Duties / Responsibilities 1. This position reports directly to the MLDS Center Systems Management Director & Chief Information Officer and is responsible for all technical aspects of the SLDS SDP interagency collaboration with the University Research team. 2. This position will be responsible for the appropriate application of the Project Management Institute’s (PMI) Project Management Body of Knowledge (PMBOK) and the State’s Systems Development Lifecycle (SDLC) in managing the project. 3. Coordinate in development of a new SDP data warehouse that contains data as defined by the MLDS Center and University Researcher teams. 4. Coordinate in development of Source-to-Target Mappings (STMs) from the existing P20W SLDS data warehouse to the new SDP data warehouse. 5. Manage the schedule and process for Extract, Transform, and Load (ETL) activities to transfer data from the P20W SLDS to the new SDP data warehouse. 6. Design, create, and manage three new datasets derived from existing P20W SLDS data sets. 7. Create data models from existing P20W SLDS education and workforce data. 8. Perform programming activities to populate the new fields in the data warehouse. 9. Create and manage project schedules for all SDP tasks, resources, and deliverables. 10. Manage the implementation of IT infrastructure needed for SDP. Minimum Qualifications a. Education: 1. Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline. b. General Experience: 1. At least five (5) years of experience in project management. 2. PMI certification as a PMP or equivalent, as determined by the PO. c. Specialized Experience: 1. At least five (5) years of experience in managing IT related projects. 2. Must demonstrate a leadership role in at least three successful projects that were delivered on time and on budget. 3. At least one (1) year of experience creating data warehouses containing Personally Identifiable Information (PII). Preferred Qualifications 1. Technical Project Manager 1. Education: 1. Master’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems, Business or other related discipline. 2. General Experience: 1. At least one (1) year of IT technical experience in creating data warehouses with student-level education and/or employee-level workforce data. 3. Specialized Experience: 1. At least one (1) year of experience working as an IT Technical Project Manager in a government, public education, or higher education environment.
