Working Title: Data Warehouse Integration Analyst

Services expect to start as soon as possible and are expected to be
completed by August 31, 2012.  Total estimated Worker hours shall not
exceed 1760 hours per worker.  This service may be amended, renewed,
and/or extended providing both parties agree to do so in writing.

Pay Rate:  $65/hr DOE

DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of
one Data Warehouse Integration Analyst, hereafter referred to as
Worker(s), who meets the general qualifications of ITSAC Data
Warehouse Architect 2 Category, Emerging Technology Type and the
specifications outlined in this document for the Texas Education
Agency (TEA).

               All work products resulting from the project shall be
considered “works made for hire” and are the property of the TEA.  TEA
may include pre-selection requirements that potential Vendors (and
their Workers) submit to and satisfy criminal background checks as
authorized by the Texas law. TEA will pay no fees for interviews or
discussions, which occur during the process of selecting a Worker(s).
The Data Warehouse Integration Analyst will have primary
responsibility for the technical interface between the State-sponsored
Student Information System (SSIS) Vendor and the Texas Education
Agency. In this role the Analyst will understand and communicate the
business and technical objectives of the Texas Education Data
Warehouse Solution (EDW).  As the technical interface, the Analyst
will be required to develop and maintain an in-depth knowledge of the
Texas Education Data Standard, based on the Ed-Fi national education
data standard.   The Analyst will assist Vendors with interface
programming required to produce the required data for the EDW. The
analyst must identify opportunities for improvements that will enable
TEA to have a smooth, accurate and secure migration of data into EDW
by meeting TEA and other industry data standards.  Vendor integration
efforts must comply with state and federal mandates like HIPAA and
FERPA and support the business needs of the Education Data Warehouse
implementation.

The position will require the candidate to work closely with TEA
internal users and management team, as well as Regional Education
Service Center (ESC) staff, LEA staff, and student information system
Vendor staff.
The successful candidate must have the following skills:
Skilled in data analysis, data integration, and auditing, and
troubleshooting related issues.
Listening skills, to understand what people say and to detect what
they might be hesitant to say
Analytical skills, to critically evaluate the information gathered
from multiple sources, reconcile conflicts, decompose high-level
information into details, and generalize from low-level information
Negotiation and facilitation skills, to lead problem-solving and
consensus-building efforts among TEA, LEAs, ESCs, and Vendor
stakeholders
Interpersonal skills, to help negotiate priorities and to resolve
conflicts among project stakeholders (such as customers, product
management, and engineering)
Writing skills, to communicate information effectively to managers and
technical and business stakeholder staff
The duties of the position will require the analyst to:
• Serve as the lead technical resource, performing strategic oversight
for the Vendors’ development of web services or programmatic
interfaces for data transfers using XML while remaining FERPA and
HIPAA compliant for privacy
• Provide expert knowledge and responsibility for designing,
developing, testing and maintaining interfaces of the Vendors’
interface engines and all related inter-system data transmissions
• Assist Vendors with design, development and configuration of all
required components of the interface engine for building efficient
interfaces.
• Coordinate and assist to update, upgrade and maintain the interface
engine for optimal performance and functionality.
• Oversee Vendor preparation of technical specifications and release
plans as needed.
• Assist Vendor with the element mapping from the Vendor application
to the XML format.
• Oversee Vendors thorough unit and integration tests.
• Oversee Vendors system integration and quality assurance testing.
• Oversee Vendors as they author and execute unit testing strategies
and results, related to all development efforts.
• Work with the Vendor technical team lead for direction/design and
collaboratively with Vendor developers, Architects, DBAs, Integrations
Administrators and others to achieve cohesive, compliant software
deliveries.
• Effectively evaluate technical issues and articulate their business
and organizational impact to peers and stakeholders.
• Collaborate with Vendor and coordinate problem analysis and root
cause determination and resolution. Report status and problems to TEA
Project Manager and participate in negotiations to resolve issues.
• May plan, assign, and/or supervise the work of others.
• Perform related tasks as assigned by the direct supervisor.
• Work under limited supervision with considerable latitude for the
use of initiative and independent judgment
• Follow and comply with TEA processes, procedures, and guidelines for
all work and participate in technical reviews of all work.
• Communicate with the contract manager, team members, and customers
about change requests and to understand their needs.
• Document all technical work as requested.
• Keep agency supervisor and management informed on issues and the
status of work planned and complemented by submitting weekly status
reports.
• Provide technical leadership and expertise on data integration in
the Vendor data center.
• Interface as appropriate in carrying out systems design and
development responsibilities with data analysts, database
administrators, network operations, security officer, and other
information technology peers and management.
WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:

7             Experience with diagnosis and resolution of complex data
infrastructure issues including development of methods to identify and
resolve data incompatibilities among systems
5             Experience in integration of complex multi-Vendor sites,
systems and applications
5             Must have a strong analytical, problem-identification
and process analysis skills with the ability to envision a solution
from requirements
5             Three (3) plus years Oracle 10g (greater) as well as
another enterprise database
5             Professional who works well independently or as part of
a team
5             Three (3) plus years SQL based language
5             Work experience and knowledge in managing the
integration and maintenance of complex multi-Vendor sites and
applications
5             Must have excellent communication skills both orally and
in writing
3             Work experience with Software as a Service (SaaS)
3             Experience with SQL tuning and optimizing
3             Work experience and understanding of software
development lifecycle methodologies, thorough knowledge of the
software specification process and software development processes, and
software architecture.
2             Exposure to data warehouse architectures
