SUMMARY 

The Business Project Manager (BPM) will create, manage and coordinate
project plans and connectivity across project workgroups.  They will assist
with related research from reading regulations, working with HR management
and if applicable, consultants, to support the project.    BPM will ensure
that deadlines are being met; implications are identified and raised for
resolution.  Following the design phase they will create systems
requirements documentation and work as liaison with IT project management to
ensure proper and timely system build out, testing and implementation.   

 

EXPERIENCE:   Seven years experience in positions requiring business
analysis and project management functions within a complex organization.
Five years experience in working with complex computer systems (Peoplesoft
preferred).  Previous experience in a public sector K-12 environment and
HR/benefits background a plus.  

 

EDUCATION AND TRAINING :   Bachelor's degree in business management, IT or
HR.  Coursework in project management; certification preferred.  Equivalent
experience will be considered.  

 

CERTIFICATES, LICENSES, REGISTRATIONS:    Project management certification
preferred.

 

SKILLS, KNOWLEDGE, & EQUIPMENT:    Excellent written and verbal
communication skills to document analysis findings; write process
improvement implementation plans and deliver sensitive data to all levels
within the organization.  High level skills in interpersonal communication
to provide internal consulting services, build consensus, and negotiate
successful solutions.  

 

Aptitude or skill and experience in business process reengineering
techniques and methods including: business process re-engingeering
techniques and methods, gap analysis and requirements development, with the
ability to understand business and technology requirements associated with
complex technical projects; development of high-level project plans with
accurate projections; building data flow and reporting diagrams; and
understanding processes following the analysis phase including project
planning, scope and risk management, change control processes, development,
testing, implementation and quality assurance. 

 

Knowledge of Project Management.  Must be able to successfully build and
maintain relationships with peers and District executive management, work
collaboratively and effectively with people of diverse backgrounds; and
ability to train /coach users on new/existing systems, identify needs for
project advocacy, communicate to and engage appropriate stakeholders, and
assist with the development of customer acceptance criteria when appropriate


 

DECISION MAKING:    Recommendations will be made related to decisions that
directly impact a large number of employees, school personnel and
administration.  Must be decisive and have ability to daily evaluate the
client's needs and requests, determine the cost and viability of business
process change and/or viability of a technical solution implementation and
make recommendations to management.  Errors in judgment have the potential
for impact across all organizations and team members.  Must have ability to
work perform tactfully and in a professional manner, as well as guide the
sponsor to selecting the best overall solution and assist them throughout
the change process.  Improper recommendations or tactless interactions could
result in substantial cost and/or embarrassment to the District.

 

COMMUNITY RELATIONS:   Daily contact with classified and professional staff
within/outside department, advisory committees, and  internal teams to
discuss routine matters, obtain/furnish information, resolve routine
corrections/adjustments, interpret policy, maintain relationships, recommend
policy, and negotiate controversial matters.  Monthly or more frequent
contact may occur with the Administrative leadership team to discuss routine
internal matters.  

 

COMPLEXITY OF WORK:   Work is directed and prioritized by HR
Management/Directors.  Responsible for providing recommendations methods
used to move forward on selected projects that potentially impact the entire
District.  Business analysis and translation of results into cost and
technical or process change solutions is essential.  Must understand broad
range of technical solutions, cost of solutions, methodologies and viability
of implementation as well as the long and short term impact of solutions.
Must be able to think strategically and translate strategies into real
solutions.  Must have strong relationship building abilities and ability to
tactfully deliver the message to the person receiving the recommendation.
These solutions/ recommendations are often given to high level executives,
directors, and managers.  It is important that this individual has
experience in performing research (publications, internet, networking,
personal interviews) and is able to use the data to provide meaningful
results.
