Required skills/years: Experience overseeing large, complex vendor app install: 3 IT Applications Technical Analysis Experience: 5 RFP Evaluation Experience: 2 Vendor Contract negotiation and oversight: 2 Good oral and written communications skills Highly desired: Asset Management System Experience: 2 Desired: Criminal Justice Experience: 3 PMP and/or VITA PM Certified: 2 Description: A Project Manager to assist in the RFP vendor selection and to oversee the implementation of the Statewide Agencies Radio System (STARS) Asset Inventory Management System (AIMS). A project manager is needed to assist in the implementation of an asset management system for the Department of State Police. The RFP related tasks include: Review and assistance with drafting of the evaluation criteria, contract terms, in coordination with the VSP procurement staff. Assist the VSP Communications Division staff in responding to vendor queries, performing the vendor evaluation process and contract negotiations. Be responsible for managing the project scope, schedule and budget and reporting to VSP Communications Division management on a weekly basis. Oversee the vendor efforts on the design, development and implementation of the system and will coordinate with Communications Division and business unit staff as needed. Be responsible for the identification, analysis, tracking and recommending appropriate actions to project issues including those that are technology related. Be responsible for the identification and management of project risks. Provide overall direction to the vendor on the design, development, implementation and delivery of the AIMS project. In general, the project manager is responsible for the coordination and completion of the AIMS project. The project manager must have: Experience with the RFP process for implementation of applications, vendor evaluation and selection, and negotiation of contracts. Extensive knowledge of applications development (minimum of 5 years experience) some of which in a project leadership or PM position. Experience overseeing the implementation of a large complex application by a vendor. They must be able to communicate both orally and in writing, and to work with multiple stakeholders and facilitate collaboration between vendor and Communications Division staff.
