Job Title: Sr. Systems Analyst

The South Carolina Dual Eligible Demonstration or Healthy Connections Prime
is a unique public-private partnership between the state, CMS, health plans
and providers. This is a multi-year project with implementation July 1,
2014. The project proposes to integrated both Medicare Medicaid into one
coordinated health delivery model. The project demands exceptionally high
qualified team members with experience in both Medicaid and Medicare as
well as good language skills, and a focus on delivery of high quality work
products.
Role Summary/Purpose
The Systems Analyst will work with various internal teams including the
Program Management/Project Managers and SMEs to create business and
technical project artifacts that will be utilized internally by the project
team, executive management, agency staff and/or externally by vendors, CMS
or other stakeholders.
In addition, the Systems Analyst is responsible for establishing, managing,
monitoring and reporting all aspects of quality associated with information
system integration.
We are looking for candidates who are highly organized, can work
independently in a fast-paced environment and produce multiple quality
deliverables with varying deadlines. Candidates should be self-starters and
creative problem solvers and have the flexibility to learn new products and
technologies quickly.
Essential Responsibilities
Serve as a functional subject matter expert in Enterprise System and other
applications. Work with internal customers to analyze and identify business
process and system issues and enhancements for production environments;
Gather requirements and develop functional business specifications;
Work alongside the SMEs to understand the goals/objectives of the project
in order to assist in creating deliverables and supporting project
documentation
Participate in the design, coding, testing and documentation of new or
existing applications;
Complete specific team task activities as documented on the Work Plan;
Support all project team members with application information on systems
knowledge designing, building, testing and activating the application
database;
Analyze business processes to ensure proper system configuration
Develop and maintain models, documentation of business, system requirements
and configuring system accordingly
Document and maintain all required system design and build documents
Contribute to preparation of testing scripts, materials, performing unit,
system and integrated testing tasks
Develop application-specific training curriculums and materials
Participate in change management sessions for production deployment
Provide expertise and experience to the development of activation plans,
application activation tasks and production environment readiness
Establish a quality management program, from concept to formulation, for a
very complex IT and business transformation program;
Develop and maintain the program’s Quality Management Plan and Change
Management Plan;
Work with process owners to establish process standards and key performance
measurement techniques to determine whether those standards are being met;
Work with deliverable owners to establish deliverable standards and
measurement techniques to determine whether those standards are in
compliance with industry best practices and meet the desired outcomes;
Report on the outcomes of quality assurance and quality control processes;
 Mentor and train the program team on quality principles and assisting them
in applying those principles to the project and functional areas under
their control;
Oversee the configuration management and release management process to
ensure success;
Oversee the test team, including the team’s processes, tools, resources,
and schedule;
Lead development of the validation and verification (V&V) matrix that
assigns V&V methods (e.g., inspection, analysis, demonstration, and test)
to program requirements;
Coordinate testing and other quality management processes to ensure that
they are coherent and synchronized;
Oversee the defect management process covering all life-cycle phases;
Participate as a key stakeholder in the program’s risk, issue, and
opportunity management process;
Assist the Program Manager and Project Manager with reporting needs to
executive management and the Federal sponsor;
 Interact with internal and external organizations (i.e. vendors, State and
Federal government agencies, State providers and beneficiaries, and other
stakeholders);
Participate in standup of business operations supporting Healthy
Connections Prime;
Provide recommendations on deliverables to be produced as a result of
analysis/design discussions
Work with project staff to make deliverables easy to understand
Organize and write supporting documents when needed
Select photographs, drawings, diagrams, and charts that increase users’
understanding
Revise documents as new issues arise
Provide leadership and guidance to other team members regarding Medicare
and Medicaid policy related issues and the project service delivery model

Required Knowledge/Skills:
 5 to 10 years of experience in IT development and operations;
At least 5 years of experience in quality management other than testing;
At least 3 years of IT testing experience;
 Working knowledge or understanding of current industry standards and best
practices in Software Development, e.g. IEEE, CMMI, Agile.
Ability to effectively work and communicate, in both oral and written, with
all levels of the Department from frontline workers to executive staff as
well as the vendor(s);
Ability to properly document quality audit and monitoring and controlling
activities
Ability to interpret business process and business data models;
Superb written and oral communication skills, including the ability to give
presentations to executive management. Strong proficiency in English is
required;
Impeccable integrity. This project has very high visibility and represents
a significant expenditure of public funds. Candidates must be confident
with their abilities to make correct decisions and the conviction to speak
out when necessary.
Preferred Requirements/Skills:
Experience in healthcare IT
Experience in Medicaid, Medicare,
TRICARE, or commercial healthcare insurance
Experience in project using enterprise architecture approaches such as
TOGAF, FEAF, or MITA
Possess a green or black belt in Lean Six Sigma methodologies
