System is embarking on the next stage of its comprehensive modernization
program, which entails the migration of legacy retirement information
software systems onto leading edge, custom-built software solutions.  VRS
is seeking a team of Business Analysts with analysis and design, and
project management expertise to successfully lead technology projects in
the delivery of our systems modernization.  The primary role of the team is
to analyze business processes, propose and design efficient and effective
automated solutions, participate in the development and testing of the new
solution, assist in implementation readiness, and support business users in
using the new solution.  This position requires comprehensive experience in
information technology, technical & business systems analysis and
technology project management.   Scope: VRS is seeking a team of up to four
experienced Business Analysts  to lead, assist and mentor current staff,
and actively participate in the analysis and design of current processes,
functional and non-functional requirements identification and definition,
high level technical design, product backlog creation and grooming, and
project management for the following scope of effort: Refunds
Workflow interfaces Long Term Care                Purchase of Prior Service
Retirements Processing             Factors Health Insurance
Impacted peripheral systems (myVRS, IVR, MUNIS, etc.) Health Insurance
Credit (eligibility and payments)            VLDPS and splitting 30001
(VSDP) Disability Tracking            Mainframe historical tapes Benefit
Account Maintenance   Decommission the legacy system  Tax Processing
Security Request System (SRS) Other (actuarial reports, locator services,

Responsibilities include the following. Other duties may be assigned.
Analysis Independently and proactively lead/facilitate efforts to identify
opportunities to leverage technology to enable business success.  Gather,
evaluate, and document requirements for complex new systems or system
enhancements based on business user input, technical requirements and
constraints.  Evaluate, analyze, streamline and document solution processes
Analyze proposed system changes to identify strategies for meeting business
objectives and impacts, including costs and effort required to implement.
Develop innovative strategies for meeting business requirements, including
leveraging the capabilities of existing technology tools or
acquiring/developing new technology tools.  Work effectively with business
process owners to ensure business objectives are understood and
documented.  Perform complex detailed business design and document
according to standards. Gather detailed business work processes and
functional requirements and document according to standards.  Conduct
high-level analysis based on user requests.  Recommend and document
potential solutions. Prepare reports, flowcharts, diagrams, detailed
documentation and other written materials. Present findings orally in
meetings and presentations with key users and agency executives.   System
Design Design complex automated and manual solutions to solve business
problems and achieve business objectives. Facilitate business owners and
other technical staff in the development of innovative solution designs.
Create complex written design documents, including scope and approach
documents, feasibility studies, general system designs, detail system
designs, test plans, etc. Create use cases and/or detailed program and
database specifications. Coordinate with business users, technical staff
and Software Quality Assurance Manager to develop test data and test
procedures to verify application functionality.  Oversee testing within a
given project. Prepare a variety of reports, flowcharts, diagrams, detailed
documentation and other written materials.   Project Management/Support
Perform project management activities on a broad range of projects, some of
which will be large and complex.    Plan, organize, coordinate, and assign
tasks for timely project implementation Develop detailed project work plans
for complex technology projects taking into account all phases of the
System Development Life Cycle Acts as a liaison between the business
partners and the technical staff.  Make oral presentations to stakeholders,
including executive management. Assist with user training required as part
of software releases Assist with development of user documentation; prepare
system documentation Assist with organization and people change management
initiatives Manage risks and provide timely status reports and project
updates to stakeholders   Implementation Management Plan, organize,
coordinate, and assign tasks required for more complex implementations
Ensure all critical implementation activities have occurred successfully,
including hardware installation, testing, user training, user documentation
(procedures, user guides, etc.), readiness activities, etc. Monitor
implementation activities and ensure appropriate user support is provided
during production ramp-up   Technical Expertise and Guidance Possesses and
applies a broad range of expertise of technology principles, best practices
and procedures to the completion of difficult and complex assignments
crossing multiple functional areas Applies security best practices in
accordance with VRS Security policies Applies comprehensive technical
knowledge of software solutions analysis and design to the oversight of
significant assignments, referring only the most complex technology issues
to higher levels Ensures the successful integration of a variety of
systems, platforms, and architectures Provides guidance, technical
leadership, and training to less experienced staff, especially in software
solutions analysis and design and project management Develops and documents
technology processes and methodologies. Uses and promotes the Systems
Development Life Cycle (SDLC) methodology and recommends changes as
appropriate.  Works with both business partners and technical staff on
adherence to the SDLC methodology to ensure quality project deliverables.
Assists other technical staff with project selection and scoping, project
management, change management, technology evaluations and planning,
procurements, and integration of various technologies for VRS as required.
  Technical Expertise Possesses and applies a broad range of expertise of
technology principles, best practices and procedures to the completion of
difficult and complex assignments crossing multiple functional areas
Preferred experience includes System Development Life-Cycle experience
working with large, complex systems and two years’ experience managing
projects, organizing and coordinating multiple work assignments and
priorities.  Prior experience developing software solutions preferred.
