VDOT seeks a GIS Oracle Analyst/Developer to support the Pavement
Management System and Pavement Maintenance Scheduling System. Write
programs, user interfaces, menus, macro-level commands, perform complex
spatial analyses, produce customized reports.
The Information Technology Division meets VDOT's critical business needs by
improving agency responsiveness, effectiveness and efficiency, through
innovative research, defined architectures, planning, and optimal use of
technology.
VDOT uses a Pavement Management System (PMS) and a Pavement Maintenance
Scheduling System (PMSS) to guide one of VDOT’s most significant investment
areas; the management of nearly 126,000 lane miles of VDOT-maintained roads
and highways.  These systems support the collection and analysis of
pavement condition data and provide an integrated method for annually
scheduling the required maintenance work.
One of the most challenging aspects of the operation of these systems
continues to be the integration of the road network linear referencing
system (LRS) from VDOT’s enterprise GIS systems with the pavement attribute
data in the PMS.  The process to of periodically updating the PMS and
synchronizing the business data contained within to updated road network
locations has required the development of many customized processes.
Additionally, integration of PMS with PMSS to improve the process of
scheduling pavement maintenance depends on a number of technology solutions
which have yet to be developed and implemented.
A major LRS data quality improvement process is currently underway to
improve VDOT’s source system for managing its network of roads, the Roadway
Network System (RNS).  A number of enhancements and services must be
developed for the PMS to meet the integration with RNS envisioned when it
was first deployed in 2010.
VDOT has need of a person who can provide analysis and develop processes to
better meet the business needs of the Maintenance Division, the primary
user of these systems, the primary goal being to provide better integration
between the LRS (from RNS), the condition data in PMS, and scheduling
functions in PMSS.

Specific duties & skills:
Following skills are expected for the GIS Analyst Developer
Proficient in Oracle SQL and Oracle Spatial Data Functions, Procedures, and
databases is required.
Ability to use ArcGIS/ArcMap and the ESRI tool set to develop, import,
export, and maintain spatial datasets.
Proficient in Microsoft Office, including Word, Excel, and Access
Ability to communicate effectively both verbally and in writing.
Knowledge of Python a plus

Following duties will be performed by the GIS Analyst Developer
Perform specialized technical work in support of complex GIS applications.
Write programs to analyze and QA data and recommend fixes for customer
issues.
Assist in the development of geographic information systems that create,
maintain, or leverage geospatial base-map information.
Evaluate information and data from outside sources to determine the quality
of the data.
Write routines to export/import the data from databases.
Act as a “consultant” to internal customers using spatially-enabled
databases.
