Works independently or as a member of a project team responsible for providing technical guidance related to the business implications of the application of various systems. Provides technical consulting on complex projects. Devises and or modifies procedures or provides information to solve the most complex technical problems related to such areas as computer network or equipment or systems capacity and limitations, operating time, interoperability, and form of desired results, or analysis of problems in terms of user requirements. Produces or reviews artifacts related to enterprise architecture, requirements, methodology, or life cycle. May utilize specialized tools to document user requirements or enterprise architecture requirements. Desired ERP and ITIL experience and certification *Objective: * The objective of this task is to create a Capital Replacement Plan for USPTO's(united states Patent and trademark office)IT-related hardware and critical infrastructure software. *Period of Performance:* *2/17/09 – 6/30/09* * * *Scope of Work: * The Contractor will conduct research to determine industry & government best practices for IT hardware and infrastructure software lifecycles and related capital replacement plans. For each class of hardware the plan will define the best practice lifecycle, citing references to sources of industry & government best practice, determine the most cost effective approach for warranty and maintenance costs, and provide a cost justification for the capital replacement cycle. The plan will also define criteria for replacement of hardware prior to the end of lifecycle (lemon hardware, new technology opportunities, etc).
