I. DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of
one Applications Developer, hereafter referred to as Worker, who meets
the general qualification of ITSAC Title/Level Developer, Level 2,
ITSAC Technology Type Core and the specifications outlined in this
document for the Office of the Attorney General (OAG).
All work products resulting from the project shall be
considered “works made for hire” and are the property of the OAG. OAG
may include pre-selection requirements that potential Vendors (and
their Workers) submit to and satisfy criminal background checks as
authorized by the Texas law. OAG will pay no fees for interviews or
discussions, which occur during the process of selecting a Worker.
Duties:
• Performs complex (journey-level) computer programming work.
• Work involves assisting in the planning, scheduling, and assigning
of programming projects; coordinating programming projects; analyzing
proposed computer applications; preparing and developing programs; and
providing technical assistance.
• May supervise the work of others.
• Works under general supervision, with moderate latitude for the use
of initiative and independent judgment.
• Consults with staff members to schedule work and coordinate
programming projects.
• Analyzes proposed computer applications in terms of equipment
requirements and capabilities.
• Analyzes, reviews, and revises programs to increase operating
efficiency or to adapt new procedures.
• Codes, tests, and debugs programs and prepares test data.
• Prepares instructions for use during production runs and assists in
preparing and developing instructions or manuals to guide end users.
• Prepares detailed analyses, plans, diagrams, and verification
procedures for existing and proposed computer applications. Assists in
developing proposed computer applications in terms of equipment
requirements and capabilities.
• Assists in developing standards and procedures for programming
staff.
• May assist in the generation or installation of systems software.
• May develop and implement specialized programs to supplement and
enhance systems software.
• May supervise the work of others.
• Performs related work as assigned.
II. WORKER SKILLS AND QUALIFICATIONS
Minimum Requirements:
Years Skills/Experience
5 Experience in computer programming work
5 Knowledge of the principles, practices, and techniques
of computer
programming and systems analysis; of computer operations procedures
and systems; and of computer programming languages.
5 Skill in the use of computer equipment and in modifying
programs
for computer applications.
5 Ability to analyze problems and develop solutions; to
code, test,
and debug computer programs; to determine software problems; to
communicate effectively; and to supervise the work of others.
3 Experience using Java Platform, Standard Edition (Java
SE) 5/6
3 Experience using Java Platform, Enterprise Edition
(Java EE) 5/6
3 Experience using JBoss Seam 1.0
3 Experience using JavaServer Pages (JSP)
3 Experience using Enterprise JavaBeans (EJB) 2.0
3 Experience using JavaServer Faces
3 Experience using JavaServer Faces View Definition
Framework
(Facelets)
3 Experience using JBoss RichFaces
Degree or Equivalent Graduation from an accredited four-year college
or university with major course work in data processing, computer
science, or a related field is generally preferred. Experience and
education may be substituted for one another.

III. TERM OF SERVICE
Services are expected to start approximately July 15, 2009 and go
through August 31, 2010. Total estimated Worker hours shall not
exceed 2296 hours. This service may be renewed and/or extended further
providing both parties agree in writing to do so.
