Short Description:
DHS is seeking a proven IT Project Manager with Medicaid experience to
develop and implement an IT Plan on how the State will implement the
Medicaid incentive payments to Medicaid providers who adopt and use
Electronic Health Records.
Complete Description:
The Department of Human Services (DHS), Division of Medical Services
(DMS) will be replacing the existing MMIS with new systems and
technology. This project will be led by the MMIS IT Project Manager.
As part of this implementation, Centers for Medicare & Medicaid
Services (CMS) requires each state to develop a State Medicaid Health
IT Plan (SMHP) to plan how the State will design and implement the
Medicaid incentive payments to Medicaid providers who adopt and use
Electronic Health Records. This is a requirement of the ARRA (stimulus
act). The chosen candidate will work closely with the MMIS IT Project
Manager and another State agency that will be developing statewide
Health Information Exchange (HIE) capability.

Roles and Responsibilities will include:
-Report to the DMS Project Managers Debbie Hopkins (Assistant
Director) and Roger Patton (MMIS Administrator)
-Coordinate all activities related to developing the SMHP including
meetings with DMS, DHS, the State HIE Office, etc.
-Draft the SMHP
-Draft the Implementation Advance Planning Document for the SMHP
-Assist with systems change planning and implementation so the MMIS
can begin paying EHR incentive payments by January 1, 2011.
-Oversee SMHP implementation including how the MMIS will make EHR
incentive payments, how DMS will monitor for compliance and
qualifications for incentive payments
-Coordinate Health Information Exchange (HIE) and Electronic Health
Record (EHR) activities with the MMIS Program Manager and DMS project
managers

As well as:
Perform general project management activities.
Coordinate and monitor daily activities and work assignments of
contractors, consultants or other staff assigned to the project.
Monitor status of all project tasks, activities and deliverables, and
advise DHS project managers of any significant variations, issues,
risks, etc.
Attend or conduct project management, report and review sessions.
Report project status updates to DHS project managers.
Review and maintain technical project work plan, and report any
changes to DHS project managers.
Review and approve project deliverables.
Facilitate project communications, ensuring that appropriate resources
are notified of, and available for planned project activities.
Transition business processes into business and technical
requirements.
Reviews, analyzes, and evaluates business systems and user needs.
Works well with IT and functional areas.
Designs architecture for an organization on an enterprise level.
Evaluates and revises business processes.
Leads and directs the work of others.
Anticipates and resolves issues.
Sets deadlines, assigns responsibilities, and monitors progress.
Proficient in one or more project management tools.
Ensures that all project goals are accomplished according to
specifications and business objectives.
Determine time estimates and schedule for own work and resolve issues
in a timely manner.
Identify and track issues, risks and action items.
Anticipate, identify, track and resolve issues and risks affecting own
work and work of the project team.
Develop contingency plans as necessary.
Consistently provides accurate and detailed estimates
May analyze or recommend commercially available software or other IT
architectural components
Execution of all responsibilities with little direct supervision.
Proficient in one IT architectural discipline.
Mentor and coach peers.
Provide knowledge transfer to peers.
Provides measurable intellectual capital in developing solutions and
solving problems.
Experience developing architectural components to functional,
technical and industry standards.
Generally aware of new developments in industry and process and has
ability to apply them to work as appropriate.
Proficient in more than one IT architectural discipline defined as
information technology, computer programming, computer security,
computer systems analysis, database management, information systems,
internet applications and development, software development, and
related fields.
Advises client on alternate methods of solving need or problem, or
recommends specific solution.
Provide knowledge transfer to peers and subordinates
