*Project Description:*
The New York Data Exchange (NY-DEx) Project is in the process of
implementing a statewide information sharing environment to aid law
enforcement officials in the criminal investigation process across
jurisdictional bounds in NY State.

NY-DEx will enable the centralization of vital information and will provide
access into a variety of information sources to connect the dots between
information that is not obviously related and may even appear unrelated. We
believe NY-DEX will benefit the state by providing law enforcement agencies
with an information reservoir that would not otherwise be accessible. This
system focuses almost exclusively on the investigative analysis process.

A subproject of the NY-DEx Project is to enable Single Sign On into the
FBI’s N-DEx system via the Integrated Justice (IJ) Portal and to enable
Enterprise Search into the NY-DEx repository via the IJ Portal.


The Portal subproject may include but is not limited to the design and
development of a number of components, like:

a) PORTLETS
i) SINGLE SIGN ON TO THE FBI’S N-DEX SYSTEM
ii) USER INTERFACE CUSTOM PORTAL APPLICATIONS
iii) ENTERPRISE SEARCH, REPORTING AND INQUIRY STRUCTURES
b) GIS MAPPING AND VISUALIZATION STRUCTURES
c) WEB SERVICES
i) DATA EXCHANGE AND/OR FEDERATION WEB SERVICES

This position will be a key player in the NY-DEx Portal Releases and will
provide overall guidance and support for development of various Portal User
Interfaces into the Enterprise Search tool (Endeca) with some need to assist
the team in the design and development of web services.

The requirements for this position include, but are not limited to the
following:

• Understanding of Criminal Incident Data from a variety of RMS systems
across NYS
• The ability to code Java classes and Web Services for incident data
transmissions from Law Enforcement Agencies (LEAs) to DCJS
• The ability to design and code the User Interface that will leverage the
enterprise search engine for access into and retrieval of criminal incident
data for the end user community.
• Serve as the primary technical liaison with the business and development
teams for the above requirements.

*REQUIRED SKILLS*

1. Candidate must have at least eight (8) years of experience in Software
Engineering and strong
programming with the Java language.
2. Candidate must have a strong knowledge of Object Oriented Analysis and
Design (OOAD).
3. Candidate must have a strong knowledge of Unified Modeling Language
(UML).
4. Candidate must have strong knowledge of Design Patterns.
5. Candidate must have strong experience in Portal development using
WebSphere Portal 6.1 or higher.
6. Candidate must have a strong experience in the development of JSR-168
Portlets.
7. Candidate must have strong experience using the following web
technologies: JavaScript, AJAX, XHTML, HTML, and CSS.
8. Candidate must have strong experience using JSF and JSP in building
large-scale web applications.
9. Candidate must have experience in implementing Web Services and an
understanding of SOAP, and XML-based technologies including XML Schema, and
XSL.
10. Candidate must have strong experience with the RAD or Eclipse IDE.



Candidates must also have at least five (5) of the preferred skilled sets
listed below. Accordingly, candidates not meeting the supporting
experiential specifications below will not be considered for the position.

1. Experience in distributed technology with recent emphasis on EJB, JAX-WS,
Portals, and SOA.
2. Knowledge of Software Change Control, Configuration Management, and Build
Processes in a complex environment of re-useable Java components.
3. Understanding and exposure to all aspects of the systems development life
cycle (SDLC) in a large-scale enterprise applications environment.
4. Knowledge of UML Modeling tools such as Rational Software Architect or
Rational Rose.
5. Experience in the use of a Messaging Architecture (MQ Series, JMS).
6. Experience in deploying JSR168 Portlets to WebSphere Portal using the
xmlAccess tool.
7. Expertise with the build systems ant and maven.
