*Data and Informatics Domain*
Program Level Test Manger (PTM) role is to manage Enterprise Testing
strategy, planning, and execution within one or more Functional areas and/or
Business/Technology domains within the company. This is a Program Management
level role where management of multiple programs and projects within a
domain will be required from testing management perspective. This is a
Hand-on role. Successful candidate will be able to get into the trenches
with the testing leads and teams to lead and focus team efforts on time
sensitive critical path activities; And work side by side with the
ETCCM/Domain leadership team to help define the long term testing strategy,
tailor best practice and methodology, and assist team in establishing and
maturing a testing practice specific to the functional/domain areas needs
which is in alignment to the Corporate enterprise governed standards. The
PTM will need to have experience with Managing Matrix resource teams as well
as Partners Vendor and offshore teams. The PTM role long term strategy will
be to identify areas where offshore teams can be used to maximize testing
and automation within the domain. The successful candidate will have
experience in driving adoption of automation frameworks with the Data and
Informatics spaces and in managing offshore teams.
This will require the PTM to have a strong working knowledge of the testing
lifecycle, good working knowledge of HP Quality Center, and strong skills
with MS Excel, MS Power Point, and MS Word. All CareFirst project use
Quality Center for management of the testing lifecycle and defect
management. The PTM will be a Direct report to the Director of Enterprise
Test, Change and Configuration Management Division (ETCCM) and be a matrix
resource reporting to the CareFirst Enterprise Testing Metrics, Reporting,
and Defect Management Program Manager and Defect management Testing as a
function is managed at a process level by the ETCCM and Project teams
support the testing process as a core enterprise processes. The PTM is a
program and project liaison and process mentor of the testing management
process to the project teams and a trusted advisor to the Functional
Area/Domain leadership for the ETCCM organization.
The PTM role will be focused within the Data and Informatics Domain. This
means that the PTM will need to have a Strong Data and Informatics Technical
Specialty outside of the Core Testing Manager/Program Manager skill sets. A
successful candidate will have a deep understanding the testing needs within
the Enterprise Data Warehouse, ETL and Data Management, Business
Intelligence, Data Governance, and Data Architecture spaces. Candidate will
need to posses strong technical understanding of core technologies within
the Data and Informatics domain and is expected to quickly learn and
understand how those technologies are being leveraged at CareFirst. The
successful candidate will be able to think on their feet, build strong
relationships, and be experienced in establishing processes and practices
which meet objectives within the timeframes and resources given. Long term
goal of this role is to establish a mature and stable Testing practice
within the Data and Informatics Domain.
*Core responsibilities will include:*
• The PTM primary responsibility is to ensure testing activities are planned
and executed across the Data and Informatics domain in a consistent and
reliable way to ensure quality is measured in the SDLC, that production
deployments are tested, and defects are resolved, and production risk is
minimized. As an outcome of this domain level reporting on testing and
defect metrics can be managed within each project.
• The PTM will be responsible for the facilitation and leadership of a
testing process and activities as well as ensuring that any needed project
level testing meetings are held and/or facilitated as needed.
• The PTM will conduct any needed follow-up meetings to enable teams to
resolve, testing execution blocking issues, resolve defects, conflicts, or
come to agreement around next steps which result in issues being resolved in
order to ensure testing can move forward and production deployment will be
successful
• The PTM will be a part of the Testing Management leadership team
supporting the ETCCM Director and Domain Directors to provide any needed
reporting support to provide other leadership team members, stakeholders,
management or executives with accurate, current testing and defect data from
Quality Center and Project team efforts
• The PTM will be responsible for reporting out progress and preparation of
reports and other materials to support the leadership team as well as the
ETCCM director as needed to prepare executive briefings on programs and in
progress efforts
• The PTM will be responsible for ensuring Quality Center is used properly
by the project teams within the program to ensure that testing management,
defect management, and enterprise metrics can be successfully completed
using Quality Center Data and that data and reporting output is consistent
and in alignment to the PMO Status reports and accurately reflects the
current state of the Program at the program and project level. Any data
corrections or QC updates that need to be made to ensure accurate reporting
and status will be made by the Test lead that supports the project where the
data needs to be corrected. In the event the Test lead is not able to do
this the PTM will be responsible for correcting the data in QC
• The PTM will prepare weekly status reports on the program testing
progress, defect metrics, release progress, and identified business impacts
using established templates and report and provide these to the Program
Management team
• Ultimately the PTM will be held accountable for the successful planning
and execution of all testing activities and resolution of defect across the
functional area/domain and to hold teams accountable to this focus and goal
to ensure testing can continue and the production deployment is not impacted
by unknown or open and un-resolved defects
*Management Skills Needed:*
• Strong Testing Life Cycle Management Skill set
• Experience with Managing Matrix resources
• Experience with Managing Offshore teams and remote/virtual resources
• Experience defining testing automation frameworks and successful adoption
of testing automation practices within the Data and Informatics spaces
• Good Working knowledge of HP Quality Center
• Strong Skills with MS Excel, MS PowerPoint, and MS Word
• Strong Meeting Facilitation and leadership skills
• Excellent written and verbal communication skills
• Ability to bridge Technical and Business needs and address both teams in a
way which builds synergy and encourages collaboration

• Ability to lead teams of diverse teams with strong personalities or
management styles
• Experience working with executives and director level management and
speaking in business terms around impacts, progress, and next steps
• High aptitude for learning and understanding by “reading the situation” to
identify next steps
• Critical thinking skills to resolve problems and present solutions
• Ability to prepare and conduct training to mentor teams on process,
procedures and best practices
