DESCRIPTION OF SERVICES
The Department of Information Resources (DIR) requires the services of PEIMS
Business Analyst, hereafter referred to as Worker(s), who meets the general
qualifications of *ITSAC Business Analyst 2 Category**, Emerging Technology
Type* and the specifications outlined in this document for the Texas
Education Agency (TEA).
All work products resulting from the project shall be
considered “works made for hire� and are the property of the TEA. TEA
may include pre-selection requirements that potential Vendors (and their
Workers) submit to and satisfy criminal background checks as authorized by
the Texas law. TEA will pay no fees for interviews or discussions, which
occur during the process of selecting a Worker(s).
This position is for a business analyst with solid requirements gathering,
business process re-engineering and documentation skills. The candidate
must have experience with business analysis for an object oriented (OO) web
application and working with an agile/scrum development team. They must
also be familiar with UML and documenting use cases with a UML tool. The
position will require the candidate to work closely with the PEIMS internal
users and management team, the PEIMS Redesign technical team and other
internal staff. The duties include, but are not limited to documenting the
current system and gathering requirements specifications for new systems.
The duties of the position will require the analyst to:
A. Organize, plan and hold requirements gathering work sessions with
PEIMS users and translate the results into use cases, activity diagrams,
web-page mock-ups, and other documents to help explain and define the
requirements of the new application.
B. Translates requirements into a high level product backlog and
participates with the product owner and team to prioritize the development
work and release plans.
C. Write clear and concise requirements specification documentation,
(UML use cases and activity diagrams, Visio diagrams, Optimal Trace use
cases, Adobe Fireworks GUI mock-ups, Enterprise Architect diagrams, etc…)
which will be used in the development of the new suite of subsystems that
make up the revised PEIMS application, workflows, processes and Cognos
reports.
D. Work with PEIMS Redesign technical team and PEIMS users to clarify
documented requirements for new application and enhancements for the
existing system as required.
E. Document all new development requirements using a combination of
tools including MS Word, Excel, Visio, Optimal Trace requirements management
tool, and Enterprise Architect UML tool.
F. Perform analysis of the existing processes and procedures and make
suggestions for process improvement.
G. Mentor and transfer knowledge gained to TEA employees.
H. Report routinely on the progress of assigned tasks to the TEA
PEIMS Redesign
project manager.
I. Must comply with TEA’s Project Management Offices processes and
procedures.
J. All work assignments must be completed in accordance with TEA
policy, procedures, and guidelines.
K. Assists in the development of testing plans and test scripts for
user acceptance testing.
L. Assists and coordinates user acceptance testing and user training.
M. May also be required to perform test scripts for SCR and other
enhancements of the existing system.
N. May create or update other PEIMS specific documentation (procedures,
user help, training materials, overviews, etc.) as required.
O. Other duties as assigned.

Experience in gathering system requirements and creating a system
requirements document and developing graphical user interface with tools
like Adobe Fireworks.

Must have a strong analytical, problem-identification and process analysis
skills with the ability to envision a solution from requirements

Must be capable of translating business plans and requirements into information
systems concepts and produce and update supporting documentation.

Experience and understanding of software lifecycle methodologies, thorough
knowledge of the software specification process and software development
processes, and software architecture.

Experience and knowledge in defining and modeling functional business
requirements using Unified Modeling Language (UML).

Work experience in writing simple SQL queries and knowledge of relational
databases

Work experience in developing training materials and conducting training
sessions either on a one-on-one basis or in a classroom setting.

Work experience in system testing which includes the development of test
plans, test cases and conducting testing sessions

Experience with agile/scrum projects and creating and maintaining product
