Please send me resumes to [email protected] *Title : PSP-Programmer 4* *Duration : 9 months* * * *Location : Harrisburg, PA* *Face to Face interview. * Job Description Programmer is responsible for developing, mentoring internal PSP application development team members and implementing the application solution to provide a highly-complex, reliable, and scalable system to meet the organization's objectives. Complete Description: The Office of Sex Offender Sentencing, Monitoring Apprehending, Registering and Tracking (SMART), through a grant awarded to the Institute for Intergovernmental Research (IIR), is developing several web-based software resources to assist jurisdictions in implementing registry requirements of the Sex Offender Registration and Notification Act (SORNA)—Title I of the Adam Walsh Child Protection and Safety Act of 2006. The PSP will participate in a pilot (one of five states) with the SMART Office and IIR to help develop and implement this application. This will be a web based front end data capture application with some additional functionality incorporated. The current Megan’s Law System is comprised of four pieces: • Front end data capture (CPIN signature and photo capture) • Holding Queue (Approval by ML staff) • Megan’s Law System (ML database, searching capabilities, flyer/letter production, date calculations) • Public website All of these pieces will require changes/enhancements to meet, interface and implement the new data collection front end application provided by IIR to meet the SORNA requirements. These pieces will be assessed for reusable components to be used in the new system. The Megan’s Law Modernization System consists of the following basic functions – 1. A public facing website that allows users to query public data on sex offenders and to map their locations (residence, school & employment) relative to a specific address. Users may also register for notifications on changes in sex offender locations through a link to AlertPA. 2. A front end web based data collection piece to be used at PSP Official Registration Sites that also interfaces with the AFIS system to capture fingerprints and palm prints of offenders. 3. A backend application that facilitates the business processes of the PSP Megan’s Law Section. The Programmer will be responsible for the, development, mentoring internal PSP application development team members and implementation of the final solution for the Megan’s Law Modernization Project. Working under the day-to-day guidance of a Senior Architect, this position is responsible for producing, documenting, and unit testing the code required for the customization and enhancements to the IIR SORT application to meet the requirements for Pennsylvania. Mentoring activities will include code review and knowledge transfer to enable internal PSP application development team members to support the application in the implementation and maintenance phases of the project. The following skills and experience levels are needed.
