Customer  is embarking on a new initiative to implement an electronic
payment process for specific programs within our agency. This initiative is
based upon successful implementation of debit card and direct deposit
programs for other New York state agencies such as unemployment insurance,
food stamp benefits, and child support. The program will yield fiscal
savings and improved efficiency for local districts while supporting
clients.



We are seeking a creative and well organized *Business Analyst* to
participate in various stages of requirement and *data analysis* for
capturing business and user project needs. The candidate will work in close
collaboration with the Project Manager, business users and other
stakeholders to gather, analyze, and document the functional requirements of
the project.  The candidate must be able to effectively communicate with
both technical and non-technical users and produce project documentation.


Under the direction of the project manager the Business Analyst is
responsible for the planning, testing, and implementation of the* Debit Card
and Direct Deposit *electronic payment program for Customer . As designed,
the implementation will occur in several phases including:

   - *Adoption assistance payments*
   - *Foster parent payments*
   - *Child care provider payments*

Mandatory Skills

   1. Bachelor's degree and four years experience performing Business
   Analysis or an Associate's degree and six years experience performing
   Business Analysis.(Pass/fail)



   1. Minimum of six (6) years experience: Examining the methods and
   processes of the business flow within a diverse public or private service
   delivery organization



   1. Minimum of Six  (6) years experience: Assessing and documenting
   existing business processes and identifying unnecessary steps



   1. Minimum of six (6) years experience: Incorporating value-added steps
   into a new process through the translation of business practices into
   terminology and desk products that seamlessly merge computer and
   microcomputer technology with work processes



   1. Minimum of six (6) years experience: Assessing and documenting
   existing business processes and identifying where improvements can be made
   or where new processes can be installed



   1. Minimum of six  (6) years experience: Researching "best practices" of
   comparable organizations and analyzing the feasibility of installing them
   where needed



   1. Minimum of six  (6) years experience: Developing new methods and
   procedures, implementation plans and schedules, and writing reports.

*Desirable Experience Preferred for These Positions*

   1. Two (2) years experience in debit card technology utilizing Automatic
   Claiming House solutions.



   1. Five (5) years hands on experience with business process definition,
   business rules and business process decompositions, and writing user
   acceptance test plans and procedures/user manuals in functional terms that
   can easily be understood by end users of systems



   1. Five (5) or more years experience writing specifications, process
   flows, business process *re-engineering analysis** *and design, and
   designing complex (*n-tier*) interactive web applications
   2. Five (5) or more years experience in developing problem solutions that
   would work across multiple software applications maintained by different
   agencie
