The following is a note that I got from this site a long time ago. I hope it fits your 
needs.
"The following insert statement needs to be run in the executed system user, as 
PRODUCT_USER_PROFILE table is owned by SYSTEM user.
INSERT INTO PRODUCT_USER_PROFILE (PRODUCT,USERID,ATTRIBUTE,CHAR_VALUE) VALUSE 
('SQL*PLUS','USER NAME','SQL COMMAND','DISABLED');
when the user executes the sql command they get a message of invaled command.

If it was my shop the user id would be disabled and security contacted when a user was 
discovered 'playing" with the database objects.

I want to stop people from logging in the 'Sql*Plus' prompt and playing with
database objects,besides,it is a kind of security.
