My plsql book doesn't say anything about permissions needed to read.
However, it might be safe to assume that any directory you want to read from
will need to be defined in init.ora.  This of course implies that the
directory is shared and on the network.  Otherwise, it mentions client-side
plsql and a package TEXT_IO.  I don't know anything about TEXT_IO.

Hi all

  WE want to read a file which is in a client machine
thru UTL_FILE is it possible ?
 We have to do this because forms  ( ver 5) can't read
a file in the client when it is run through the oracle
web server.
