I've had this symptom on both 8.1.6 and 8.1.7 installs on NT servers and
workstations, usually with the Database Admin option on a client install.
Once, I had to resort to deleting the Oracle software and editing the
registry as per the instructions in the Install manual. I get the software
under the Start -> Programs but the Oracle Installer doesn't know about it.
However, I have usually gotten around it by installing the basic client
install first and then going to the bigger installs. Try installing a basic
client install first, see if it finishes and shows up under installed
software in the installer and then go for the server install.
