You can always do that !! Grant exp_full_database role to any user and he would be able to perform full export. But...... be aware he would also get following roles/system privileges: SELECT ANY TABLE BACKUP ANY TABLE EXECUTE ANY PROCEDURE EXECUTE ANY TYPE EXECUTE_CATALOG_ROLE SELECT_CATALOG_ROLE.
