Roland,
You don't need to call a PL/SQL procedure, actually you can't directly do
that, but you can use the "replace" or "truncate" vs "insert, append" at the top
of the control file. As in "replace into table emp", vs "into table emp" which
uses equates to the default "insert into table emp". Check out page 5-26 of the
utilities manual.
