Well, if any users have 'restricted session' (because they have "DBA" -
don't ask) - the standard 'shutdown immediate/startup restrict' just
will not do. This is when the tried and true "REMOVE NETWORK CABLE FROM
SERVER" method of restricted session is the only way to perform a real
upgrade (from the console).
