If under HKEY_LOCAL_MACHINE/SOFTWARE/ORACLE you have one or multiple
folders, like:

HKEY_LOCAL_MACHINE/SOFTWARE/ORACLE/HOME0
HKEY_LOCAL_MACHINE/SOFTWARE/ORACLE/HOME1
....

then you have to create TNS_ADMIN string value (not key) in each of those
folders pointing to your master tnsnames.ora file.

Works for me.
