Looks like you are using 2K block size and trying to
bump the freelists to abnormal limits and getting this
error.
Coming to your question, the structure of freelist
descriptor approximately takes 20 bytes in the segment
header and this imposes the maximum limit of freelists
per segment. The following listing gives the maximum
number of freelists per segment depending on the block
size
Block Size Max # Freelists

2K 24
4K 50
8K 101
16k 204
