The first part ....

        translate(lpad(NBR,9,'0'),         '0123456789','----------') =
'---------' 

checks to see if the string is ENTIRELY made up of numbers.   And it also
assumes there is at least 1 character in the string (using lpad of 9 instead
of 10)

The second part .....

        NBR between 1 and 199999999)

checks to see if the number is between 1 and 199999999

I've got this check constraint on a column (NBR) (which is actually a
VARCHAR2(10)).


 translate(lpad(NBR,9,'0'),         '0123456789','----------') =
 '---------'        and    NBR between 1 and 199999999)
As far as I can see it's left padding the string with 0's to a length of 9,
translating all numeric characters to '-', doing something else (= '
---------') and testing to see if the resulting string is between 1 and
199999999.

Obviously I'm missing something here.  Anyone care to enlighten me?  I'm
just documenting it, not designing it.
