In response to my own continuing research for such a thing I have found a
couple of Oracle Test databases.

There is some available on CD to be purchased with related books, Not much
good if just wanting some data to play with.

I found a couple at Prentice Hall
http://www.phptr.com/phptrinteractive/workbooks/index.html for some
interactive books that they sell SQL, PL/SQL Forms and DBA. I don't have a
clue if any of these books are any good but the SQL book has a file which
will load a database of some 11 tables and one table has around 2000
records, not very big but still useful enough. Readily available from the web.

There is some test stuff with JDeveloper it builds java packages in the
database along with some tables and there is the Scott/Tiger demo. Look for
demobld in your oracle installation for this, probably in the sqlplus
directory.
