Actually, Oracle was not the problem. Through many hours of head banging
and hair pulling, me and an associate finally figured out that it was the C
program which was the problem. The program was opening a socket but not
closing it so I was running out of connections.
Oracle was not actually giving me an error message but I was requesting
url's with my C program and getting error connects back. Thought I was
overloading the listener but that was not the case.
I appreciate the input.

What is your external procedure doing?.
We have seen this problem when trying to use external procedures to run
remote unix commands.
The solution was to have a seperate external procedure listener which you
can start seperately from the standard listener(you may already be ding
this), and then start it either from cron, or as a background job using
nohup and &.
Simply starting it from the command line did not work...it fell over when
that session was logged out.
