a public synonym is only an easier way to reference an object.  It has 
nothing to do with user access to the directed object.

We use synonyms so our users do not need to know the OWNER of the object in 
there references.  The OWNER still needs to grant the dml access to the 
role or user so the user can manipulate the object.
