Kumanan,
Use the NOVALIDATE option:
ALTER TABLE KB.table
ADD CONSTRAINT CHECK_DATES
CHECK (ENDTIME >= STARTTIME AND STOPTIME >= NENDTIME)
NOVALIDATE;
A snippet from one of the manuals:
"Placing a constraint in the enabled novalidated state signifies that any
new data entered into the table must conform to the constraint. Existing
data is not checked."
