I know as of 8.1.6 it is no it cannot. I don't believe it is available for
8.1.7 but I can't say I tried.

I have ready many conflicting notes on MetaLink whether or not a SYSTEM
tablespace can be locally managed. Most of the article state definitely not
in 8.1.6 and less. While others say Yes and No in 8.1.7
Anyone know for sure thru actual use.
