It means "Tools for AIX" (IBM's UNIX version). 

Not related to any of the Oracle Tools.

top is a UNIX Operating System command (a program, if you will) that shows
the top users of the CPU. It also summarizes the overall activity on the
system related to memory, load and CPU etc. If you have access to an HP
server, you can try reading the man pages. Else search the web or HP web
site for more information on top.
