Hi,

I can recommend the OFC (the Oracle Class Library for Windows
platforms). It's stable and caters to Oracle's capabilities. We used it
and it's great. 
And ... yes, use a RAD tool like C++ - Builder. Creating GUIs with VC++
is a pain.
