Many years ago I worked for a telco that had a bad day in the stock market.
They had written off $500 M of analogue switching equipment, acquired a
major competitor, and the chairman had announced that he was thinking of
retiring.  The stock went into free-fall, loosing 50% of it's value in one
day.  I had come in that Saturday to finish up the project that I was
working on.

That Monday, the company decided that it needed to send a message to Wall
Street that it would contain costs.  I don't know exactly what the message
was that came down to management but I was gone by noon on Monday.
Everyone who was not engaged on a company critical project was let go.
This included almost all the network monitoring, Quality Assurance, and
testing groups.  Billing was the only group considered critical.

when i was offered to bail out of the military in '92, it worked that  way.

Most of the people who had a skill set and could make it in private
industry, took the offer and left.

I didnt do too bad, 11 years in bail out and a 35K check :)

if enough people didnt take the money, the later people got nothing.

Here they tapped people on the shoulder from behind. Noone knew  how many
were being let go and how long the process would take. You just  turned
around quickly whenever you heard footsteps. I thought the tappers  should
