Include in the init.ora the event with the error and
errorstack to find out where it is hanging:
event="4030 trace name errorstack level 10"
If it is hanging in a create of java procedure,
increase the java_pool_size,
java_soft_sessionspace_limit,
java_max_sessionspace_size. If it is an common
procedure, increase the shared_pool_size and
shared_pool_reserved_size.
Although I think you are hitting a bug. While testing
those parameters I've mentioned, call Oracle an give
them the trace of the errorstack. Also refer to bug
1747011 solved on 8.1.7.2.
