Hi,
You could create a procedure / package that does a kill session (taking the
sid,serial number as parameters) and then grant execute on that procedure to
the user.
Doing this, you could limit the privilege to only allow users to kill their
own run away sessions.
Take care, as you don't want the user killing off background processes, nor
do you probably want them to be able to kill off other user's sessions.
