Not sure if you want this from sql or unix

but there is the last_day function

eg select last_day(sysdate) from dual 

to get the last date

or 

select to_char(last_day(sysdate),'dd') from dual

to get the day portion only.

select trunc(add_months(sysdate,1),'MM')-1 
from dual;
