Just as Jeremiah said: lazy users or users using the
application that connects to Oracle database as if it
were an Outlook or Mail service program. Therefore it
is not a serious contention problem but it could  be
so if they keep transactions unfinished or without
doing commit. In the end could be a problem regarding
the processes parameter if there are a lot of inactive
sessions.
