Because you did make an error in the decode function. Try changing DECODE(:KAMPANJTYP_ID,'?','98'!','97', :KAMPANJTYP_ID) to DECODE(:KAMPANJTYP_ID,'?','98','!','97', :KAMPANJTYP_ID)
