the entire cost of this book. Anyone asking
about ORA-1555 and/or rollbacks needs to
be told to immediately purchase a copy.

The timing of this question is amazing.
Just yesterday I was reading in Tom Kyte's book
"Expert One-on-One" ISBN 1-861004-82-6
about this specific topic.

The short answer is "YES!"
For a more complete answer RTFB.
