As you said, could be a parameter in the init.ora or also a spfile itself. Since you issue the create spfile from pfile, you generate a spfile in $ORACLE_HOME/dbs. Oracle, first look up for a spfile<SID>.ora, then for a spfile.ora and in the end the init<sid>.ora...... You could alter this order if you startup the database with pfile clause.
