A sound not right program to ask you all.

I have 

declare l_aayr_nm to NUMBER(4);

l_aayr_nm := TO_CHAR(bsmstr_rec.ful_rls_dt,'YYYY');

and I insert l_aayr_nm into a table with 

INSERT INTO penm (yr ) values (l_aayr_nm);

the declaration of the yr is NUMBER(4) also. 

But oracle did't give me any error on this ??Why ?
