You need to have the library for the 64 bit of Veritas... on AIX, it is done
as follows:

ln -s /usr/openwin/netbackup/bin/libobk.a  $ORACLE_HOME/lib64/libobk.a

You need to be sure that your link command is pointing to
$ORACLE_HOME/lib64/
