Your SGA is too small.

'alter system flush shared_pool' will temporarily fix
this problem, while booting all of  your carefully cached
sql out of the pool at the same time.

Consider:
  making shared_pool_size larger

  making reserved_pool_size larger and pinning
  some objects in memory

  looking up the OERR-4031 on MetaLink
