Everyone needs to remember that the Oracle Import Utility is just a 3GL "C" program with INSERT statements. It is widely publicized that the ratio is 1:4 so this should not come as a surprise to anyone. Some ways to improve performance is to use a large buffer size (10-20M) and set COMMIT=Y to facilitate array inserts. There are OS options for improving the I/O bandwidth on the file, but that's really it.
Rachel is correct. She did not want to frighten anyone. Now the good news is with Oracle9i, Oracle has added Array Inserts to the tool so this may help.
