Look in your "$ORACLE_HOME/otrace/admin" directory to see if you have any files like process.dat, collect.dat, etc. If so, delete them. Also looking the "$ORACLE_HOME/rdbms/audit" directory to locate any ".aud" files. The Oracle*Trace files can cause the slowdown you have described.
