What are the versions of the db's involved?
Are you doing updatable snapshots or multi-master replication? My guess is that the replication trigger that is populating the deferred transaction queue is firing before the RBS is set as part of the application or another trigger. If this is an OLTP application why does it bother assigning RBS's to transactions? If this is happening during a batch job or bulk update, you'd be better off implementing procedural replication.
