1. Create a dblink to SID1 from SID2 connecting as userA@SID1. 
2. On SID2 create a synonym MYPKG for the user (who wishes to execute the
package) for mail_pkg@dblink created above.
3. On SID1 grant execute on package to userA (identified in step1).
4. from SID2, execute mypkg with appropriate parameters.

I have a package(mail_pkg) in instance SID1. Can I run the package from
instance SID2? If so how do I proceed?
Is it just a matter of creating a db_link. ex. exec mail_pkg.send_mail
(....)@dblink_name.
