I *think* (not 100% sure) that this user is associated with the Stored Outline package - which enables you to lock execution paths for certain statements, therefore aiding things such as migration from RULE to COST/CHOOSE based optimisation, and to bypass the optimisers choice for the execution paths of SQL statements that have out of date stats etc..
